About
Raquel Munayer is an Independent Advisor, Trainer and Facilitator with close to 10 years of international experience at the nexus of climate and environment, peace and security, and gender and inclusion. She brings a combination of analytical depth, strategic insight, and inclusive practice to projects that address some of today’s most pressing global challenges.
Throughout her career, Raquel has conducted research and policy analysis on climate-related security risks, delivering evidence-based recommendations for international organizations, NGOs, and think tanks. Her work spans diverse geographies and contexts, from climate-fragility assessments to the design of adaptation and risk-reduction strategies that integrate local realities. In her most recent role at the Berlin-based think tank adelphi, Raquel has worked closely with a myriad of high-level partners such as OSCE, UNSSC and FAO conducting research, training and stakeholder dialogues.
An accomplished facilitator and capacity builder, Raquel specializes in creating and guiding trainings, multi-stakeholder workshops, and dialogue processes that foster constructive engagement even in complex or conflict-affected settings. She is currently pursuing a certification as a Mediator to further strengthen her ability to support conflict-sensitive approaches and collaborative problem-solving.
Central to all of Raquel’s work is a commitment to justice and inclusion, with particular attention to gender perspectives and the meaningful participation of marginalized and affected communities. By ensuring that diverse voices shape policy and practice, she helps partners craft solutions that are equitable, durable, and grounded in the lived experiences of those most impacted.
